Pahraganat National Wildlife Refuge protects a long strip of springs and wetlands northeast of Las Vegas. This is critical habitat for migratory birds and a number of rare species. But the never-ending thirst of development in the Las Vegas area has led to a proposal to divert this pitifully small amount of water south to water lawns in yet more new suburbs.
